The humble petition of Ching-san, a Chinese Clerk humbly
Sheweth,
lin-San,
That your petitioner has been for many years a Clerk in the Chinese office, and served faithfully, as the Secretary can testify. He bought some time ago from Government Lots 287 and No14 in conjunction with other Chinese, who subsequently absconded, and left him to pay the ground rent himself, for a tenement building was erected.
As he is too poor either to erect a house on it or to pay continually
